Tender Notice:
The following general competitive tender is announced. Date: May 28, 2026. Responsible officer for expenditure commitment: Kuniharu TANABE, Counsellor of the Accounts Division, Digital Agency. Procurement agency number: 027. Location number: 13.
1. Procurement details:
(1) Item classification numbers: 71, 27.
(2) Subject and quantity: Land-related ledger common system development project (Proof of Concept project for digitization of residential address ledgers, etc.) (Part 3), 1 set.
(3) Specifications for the procurement subject are as per the tender documentation.
(4) Execution deadline is as per the tender documentation.
(5) Execution location is as per the tender documentation.
(6) Tender method: The winner will be determined by comprehensive evaluation tender method; bidders must submit technical proposals as indicated in the tender documentation. The winning price will be the bid amount plus 10% of that amount (fractions less than one yen will be rounded down). Bidders must state in the bid form the amount equivalent to 100/110 of the estimated contract amount regardless of consumption tax status.
(7) Use of electronic procurement system: This project uses the Government Electronic Procurement (GEPS) system's electronic bidding function. Those unable to bid electronically may use paper bidding as specified in the tender documentation.
2. Eligibility for participation:
(1) Must not fall under Article 70 of the Budget, Auditing and Accounting Act, except minors or persons under guardianship who have obtained necessary consent.
(2) Must not fall under Article 71 of the Budget, Auditing and Accounting Act.
(3) Must be rated A, B, C, or D in the unified qualification for services for fiscal years 2025-2027.
(4) Must not be under suspension from contracts related to goods at Digital Agency or other ministries.
(5) Must have qualifications as determined by the expenditure commitment officer under Article 73 of the Budget, Auditing and Accounting Act.
3. Submission details:
(1) Submission location, contract terms, tender documentation distribution, and inquiries: Digital Agency Strategy and Organization Group, Accounting Contract Section, 20F Tokyo Garden Terrace Kioicho, 1-3 Kioicho, Chiyoda-ku, Tokyo 102-0094, Phone: 070-7416-9924.
(2) Tender documentation will be distributed via the Government Electronic Procurement (GEPS) system from the date of this notice.
(3) Deadline for technical proposal submission: June 22, 2026, 15:00.
(4) Deadline for bid submission: July 2, 2026, 12:00 (must arrive by post if mailed). Bid opening: July 3, 2026, 14:00 at Digital Agency tender room.
4. Others:
(1) Language and currency for bidding and contract: Japanese and Japanese yen.
(2) Bid and contract guarantees are exempted.
(3) Bidders wishing to participate by paper must submit sealed bid forms with required documents by the deadline. Electronic bidders must submit bid data via GEPS by the deadline. Bidders must respond to any requests for explanation from the expenditure commitment officer.
(4) Bids from ineligible bidders or those failing obligations will be invalid.
(5) Contract document preparation is required.
(6) Winner determination: Among bidders who meet mandatory criteria and submit bids within the price limit based on Article 79 of the Budget, Auditing and Accounting Act, the winner will be selected by comprehensive evaluation as specified in the tender documentation.
