Tender Notice:
The following is announced for open competitive bidding. Date: May 28, 2026. Procuring entity: Director-General of the Tokyo Aviation Bureau, Shiota Masahiro. Procurement agency number: 020. Location number: 13. Contract number: East Aviation Contract No. 74.

1. Procurement details:
(1) Item classification number: 16.
(2) Procurement subject and quantity: Manufacture, installation, and adjustment of a 20kVA uninterruptible power supply (UPS) input panel and two additional items for Niigata Airport TAPS.
(3) Delivery location: Niigata Airport office.
(4) Specifications: According to the bidding documents and specifications.
(5) Performance period: From the next business day after contract conclusion until March 19, 2027.
(6) Electronic procurement system: This project uses the electronic procurement system for submission of documents and bidding. If electronic submission is difficult, paper bids may be accepted upon approval. Contract-related document exchange will primarily be electronic; paper may be used with approval.

2. Eligibility for participation:
(1) Must not fall under Article 70 of the Budget and Accounting Act.
(2) Must not fall under Article 71 of the Budget and Accounting Act.
(3) Must hold Ministry of Land, Infrastructure, Transport and Tourism (MLIT) competitive participation qualification (unified qualification across ministries) grade A or B for 'manufacturing of goods' for fiscal years 2025-2027. Those without qualification may apply as per the public notice dated March 31, 2025.
(4) Must not be subject to corporate reorganization or civil rehabilitation procedures.
(5) Must not have been suspended from nomination by the Director-General of the Tokyo Aviation Bureau between application submission and bid opening.
(6) Must not be an entity controlled by organized crime groups as per police requests.
(7) Must meet the following requirements: 1) Have completed manufacturing and delivery of uninterruptible power supply systems rated 20kVA or higher (2-unit redundant system) for critical aviation safety facilities or similar important facilities since April 1, 2011. Critical facilities include airport facilities (control facilities), medical facilities, railway operation control facilities, etc. 2) Be capable of manufacturing according to the specifications. 3) Have established after-sales service for the procured items. 4) Have a quality control system in place.
(8) Must have directly obtained bidding documents as per clause 3(2).

3. Bidding procedures:

(2) Distribution of bidding documents: Via electronic procurement system from today until July 23, 2026. Those unable to obtain electronically may receive documents free of charge in person after prior contact during office hours excluding holidays.
(3) Deadline for submission of eligibility confirmation documents: June 29, 2026, 14:00.
(4) Deadline for bid submission: Electronic bids by July 22, 2026, 16:00; postal bids must arrive by July 22; hand-delivered bids by July 23, 2026, 13:30.

4. Other:
(1) Language and currency for contract: Japanese and Japanese yen.
(2) Bid and contract guarantees are exempted.
(3) Bidders must respond to inquiries from the expenditure officer before bid opening.
(4) Eligibility confirmation is required before bidding.
(5) Bids by ineligible parties or with false statements will be invalid.
(6) Bidding method: Bidders must state a bid amount equivalent to 100/110 of the estimated contract amount including all expenses. The winning bid price is the bid amount plus 10%. Up to two bidding rounds are allowed; if no winner is decided, no discretionary contract will be awarded.
(7) Award method: The lowest valid bid within the price limit will be awarded unless concerns about performance or fairness arise, in which case the next lowest bid may be selected. If multiple lowest bidders exist, selection will be by lottery.
