(2) Contract subject: Purchase of 27 FX-AVC type light-emitting units with heaters and
6 other items (subject to electronic bidding and electronic contracts).
(3) Procurement details and specifications according to the specification document.
(4) Use of electronic procurement system: This project requires submission of application documents, bidding, and contracting via the electronic procurement system. If electronic procurement is difficult, submission of consent for paper bidding and paper contract methods is required.
(5) Delivery deadline: March 22, 2027.
(6) Delivery location: as specified in the specification document.
(7) Bidding method: The winning bid price will be the bid amount plus 10% of that amount (fractions less than 1 yen will be truncated). Bidders must enter in the bid form the amount equivalent to 100/110 of the estimated contract amount regardless of tax status.

(1) Must not fall under Article 70 of the Budget Settlement and Accounting Act.
(2) Must not fall under Article 71 of the same Act.
(3) Must have the Ministry of Land, Infrastructure, Transport and Tourism competitive participation qualification for FY 2025-2027 in grades A, B, C, or D for 'sale of goods'.
(4) Must not be under corporate reorganization or civil rehabilitation procedures unless necessary procedures to maintain eligibility are completed.
(5) Must not be subject to suspension measures by the Osaka Aviation Bureau Director.
(6) Must not be excluded by police authorities as organized crime affiliates.
(7) Must have received the bidding documents or downloaded them from the electronic procurement system.
