Tender Notice:
The following is subject to open competitive bidding. Date: May 28, 2026. Responsible Officer for Disbursement: Eiji NAITO, Counsellor of the Accounts Division, Minister's Secretariat Cabinet Office. Procurement agency number: 007. Location number: 13.
1. Procurement Details:
(1) Item classification numbers 71, 29.
(2) Subject and quantity: Preparation of satellite image data (FY2026).
(3) Specifications: According to the bid explanation documents.
(4) Fulfillment period: According to the bid explanation documents.
(5) Fulfillment location: According to the bid explanation documents.
(6) Bidding method: The successful bidder will be determined by the lowest price method; bidders must submit certificates as specified in the bid explanation documents. The winning price will be the bid amount plus 10% of that amount (fractions less than one yen will be rounded down). Bidders must state in their bid the amount equivalent to 100/110 of the estimated contract amount, regardless of whether they are taxable or tax-exempt entities for consumption tax and local consumption tax.
(7) Use of electronic procurement system: This procurement is subject to the electronic bidding function of the Government Electronic Procurement System (GEPS). Those unable to use electronic bidding may submit paper bids as specified in the bid explanation documents.
2. Eligibility for participation:
(1) Must not fall under Article 70 of the Budget, Auditing and Accounting Act; exceptions apply for minors or persons under guardianship with necessary consent.
(2) Must not fall under Article 71 of the Budget, Auditing and Accounting Act.
(3) Must have Grade A or B rating for 'Provision of Services etc.' under the Cabinet Office's unified qualification system for fiscal years 2025-2027.
(4) Must not be under suspension from contracts with the Cabinet Office.
(5) Must meet other qualifications as determined by the disbursement officer under Article 73 of the Budget, Auditing and Accounting Act.
3. Submission details:
