Tender Notice:
The following general competitive tender is announced. Date: May 28, 2026. Responsible officer for expenditure commitment: Naoki NISHIO, Director Accounts Division, Commissioner's Secretariat, National Tax Agency. Procurement agency number: 015. Location number: 13.
1. Procurement content:
(1) Item classification numbers 53, 71, 27.
(2) Subject and quantity: Comprehensive setup services for personal computers for creation corner.
(3) Specifications: The procurement shall have characteristics separately instructed by the expenditure commitment officer.
(4) Performance deadline: From contract conclusion date until March 31, 2027.
(5) Performance location: Location designated by the agency.
(6) Bidding method: The winning bid price is determined by adding 10% to the bid amount stated in the bid form (fractions less than 1 yen are rounded down). Bidders must state in the bid form the amount equivalent to 100/110 of the estimated contract amount regardless of tax status.
2. Eligibility for participation:
(1) Must not fall under Article 70 of the Budget, Auditing and Accounting Act. Minors or persons under guardianship with necessary consent may be exceptions.
(2) Must not fall under Article 71 of the Budget, Auditing and Accounting Act.
(3) Must have grade A or B classification for 'service provision etc.' in the Kanto-Koshinetsu region under the Ministry of Finance unified qualification for fiscal years 2025-2027, or have applied for qualification and be registered by bid submission deadline.
(4) Must not be suspended from nomination by ministries or agencies (exceptions allowed by the expenditure commitment officer).
(5) Must be recognized as not having extremely deteriorated management or credit status and capable of proper contract performance.
3. Submission place and related:
(1) Bid submission, contract terms, and bid explanation document distribution location: 3-1-1 Kasumigaseki, Chiyoda-ku, Tokyo 100-8978, National Tax Agency, Director Accounts Division. Bid explanation documents are also available via the procurement portal.

4. Use of procurement portal:
This tender will be conducted using the procurement portal for bidding and bid opening procedures, but paper bid submissions are also accepted.
5. Others:
(1) Language and currency for bidding and contracting: Japanese and Japanese currency.
(2) Bid and contract guarantees are exempted.
(3) Bidders must submit required documents by deadlines and respond to explanations requested by the expenditure commitment officer before bid opening.
