The following general competitive tender is announced. Date: May 28, 2026. Responsible officer: KAITO Issei, Director of the Accounting Division, Minister's Secretariat, Ministry of Health, Labour and Welfare. Procurement agency number: 017. Location number: 13.
1 Procurement Details:
(1) Item classification numbers 71, 27.
(2) Procurement subject and quantity: Comprehensive support services related to the renewal of the DPC database management and operation system.
(3) Specifications: According to the tender explanatory documents and specifications.
(4) Performance period: From contract date until March 31, 2027.
(5) Performance location: Designated separately by the disbursement officer.
(6) Tender method: Tender amount is total price. The winning bid price will be the amount stated in the bid plus 10% of that amount (fractions less than 1 yen will be truncated). Bidders must state in the bid the amount equivalent to 100/110 of the estimated contract amount regardless of tax status.
(7) Use of Government Electronic Procurement System (GEPS): This tender will be conducted via GEPS. Those unable to use GEPS may request in writing to the disbursement officer to submit paper bids.
2 Eligibility for Competition:
(1) Must not fall under Article 70 of the Budget and Accounting Act.
(2) Must not fall under Article 71 of the Budget and Accounting Act.
(3) Must not be under suspension of designation by the Ministry of Health, Labour and Welfare.
(4) Must have A, B, or C rating in the provision of services category in the Ministry's unified qualification for fiscal years 2025-2027 and have competition eligibility in the Kanto-Koshinetsu region.
(5) Must not have false statements in application or attached documents.
(6) Must not have extremely deteriorated management or credit status.
(7) Must have other qualifications as determined by the disbursement officer based on Article 73 of the Budget and Accounting Act.
