(2) Subject and quantity: Comprehensive technical support services related to statistical research using tax data for fiscal year 2026
(3) Characteristics of the procurement case: The nature and characteristics of the procurement case shall be as separately instructed by the obligating officer.

(6) Bidding method: The winning bid price shall be the amount stated in the bid plus 10% of that amount (fractions less than one yen are rounded down). Bidders shall state in the bid the amount equivalent to 100/110 of the estimated contract amount regardless of whether they are taxable or tax-exempt entities for consumption tax. 2 Eligibility for competition participation
(1) Must not fall under Article 70 of the Budget, Auditing and Accounting Act. Minors, persons under guardianship or assistance who have obtained necessary consent for contract conclusion may be exceptions under special reasons.
(2) Must not fall under Article 71 of the Budget, Auditing and Accounting Act.
(3) Must have the Ministry of Finance competitive participation qualification for FY 2025-2027 with industry classification “Provision of services etc.” rated A or B, and have competition participation qualification in the Kanto-Koshinetsu region, or have submitted an application and been registered in the participant list with the required rating by the bid receipt deadline.
(4) Must not be subject to suspension or similar sanctions from ministries and agencies (including those specially approved by the obligating officer).
