(6) Tender method: The winning bid price will be the bid amount plus 10% of that amount (fractions less than 1 yen will be truncated). Bidders must state in the bid the amount equivalent to 100/110 of the estimated contract amount regardless of tax status. Participation qualifications: Must not fall under Article 14 of the University of the Ryukyus accounting implementation regulations; must be rated A, B, C, or D in the Kyushu/Okinawa region for 'service provision' in the national unified qualification for fiscal year 2026; must prove a system for rapid after-sales service for the specified service; must prove ability to deliver the goods at the date and place designated by the University President; must not be under transaction suspension by the University President. Bidders must submit sealed bids with documents proving ability to perform the specified service by the deadline. Bidders must respond to explanations requested by the University President before bid opening. Invalid bids: those from unqualified bidders, those failing bidder obligations, and others as per tender documents. Contract creation required. Winning bidder: the bidder judged capable of performing the specified service by the University President and offering the lowest valid bid within the price limit set by Article 21 of the University accounting regulations.
