Tender Notice:
The following general competitive tender is announced. Date: May 29, 2026. Japan agency of Maritime Education and Training for Seafarers, President Akira Sasa. Procurement agency number 604, location number 14.
1. Overview of work:
(1) Item classification numbers 71, 27.
(2) Procurement subject and quantity: Construction work related to backbone information system (Phase 1), 1 set.
(3) Specifications: According to procurement specifications.
(4) Place of performance: According to procurement specifications.
(5) Performance deadline: According to procurement specifications.
2. Eligibility for participation:
(1) Must be rated A, B, C, or D in the unified qualification for all ministries and agencies for fiscal years 2025-2027 for 'sale of goods' or 'provision of services, etc.' Excludes those under suspension.
(2) Must not be excluded by police or Ministry of Land, Infrastructure, Transport and Tourism as controlled by organized crime groups.
(3) Must not have violated labor dispatch law or related orders within past 5 years unless corrected by bid submission.
(4) Must have no unpaid labor insurance, pension, health insurance, or seafarers insurance premiums in past 2 years.
(5) For transparency and fairness, the highest information security advisor must not belong or have belonged in past 2 years to the bidding company.
(6) Bidders must meet one of the following information security requirements: (a) Certified for JISQ27001, ISO/IEC 27001, or ISMS; (b) Certified by Privacy Mark system or equivalent personal information protection management system; (c) Recognized by third party for appropriate security system handling personal information.
(7) In past 5 years, bidders must have at least two achievements in design and construction of backbone information systems of similar scale (600 users) including servers and networks.
(8) Must not be bankrupt or lack contract capacity. Details in bidding documents. Technical personnel and work system requirements per procurement specifications.
3. Tender method:
Comprehensive evaluation method combining technical proposal and price. Bidders submit technical proposal and bid.
4. Distribution of bidding documents:
From announcement date to July 21, 2026, excluding weekends and holidays, 10:00-17:00 (excluding 12:00-13:00). Documents provided free in PDF only to those who sign confidentiality agreement. Also available in person with confidentiality agreement. Contact by email.
5. Submission deadline:
July 21, 2026, 17:00. Submit application, qualification documents, pledge, proof of requirements, and proposal by mail, email, or in person. Proposal must be submitted in paper and electronic media (CD-R or DVD-R).
6. Tender and opening date:
August 21, 2026, 14:00 at Japan agency of Maritime Education and Training for Seafarers tender room or meeting room. Bids submitted by hand or mail with prior email notice.
7. Hearing on proposals:
Scheduled July 29, 2026, possibly July 30 if many bidders. Location: tender room or meeting room. Details per bidding documents.
8. Notification of results:
By email on July 24, 2026.
9. Award method:
Highest total evaluation score combining price and technical points including work-life balance and wage increase efforts. Criteria per attached evaluation documents.
10. Contract language and currency:
Japanese and Japanese yen. 11. No bid bond or contract guarantee required.
12. Invalid bids:
