The following general competitive tender is announced. Date: May 29, 2026. (6) Tender method: The winning bid price will be the bid amount plus 10% of that amount (fractions less than 1 yen will be rounded down). Bidders must state in the bid form an amount equivalent to 100/110 of the estimated contract amount regardless of whether they are taxable or tax-exempt entities.
(7) This procurement is subject to the electronic procurement system (Government Electronic Procurement System (GEPS)). However, if electronic submission is difficult, paper bids are allowed as detailed in the tender documents. 2 Eligibility for participation:
(1) Must not fall under Article 70 of the Budget Auditing and Accounting Act. Minors or persons under guardianship who have obtained necessary consent may be exceptions under special reasons.
(2) Must not fall under Article 71 of the Budget Auditing and Accounting Act.
(3) Must be rated A, B, or C in 'Manufacture of goods' or 'Sale of goods' under the Cabinet Office unified qualification for fiscal years 2025-2027.
(4) Must not be under suspension of designation by the National Police Agency.
(5) Must not be a business substantially controlled by organized crime groups or equivalent entities excluded from government contracts.
