Tender Notice:
The following general competitive tender is announced. Date: May 29, 2026. Responsible officer for expenditure commitment: Mari SHIGENARI, Finance Division, Commissioner-General's Secretariat, National Police Agency. Procurement agency number: 009. Location number: 13. No. 324.
1 Procurement details:
(1) Item classification number: 14.
(2) Purchase subject and quantity: License (Nuix Workstation) 5 licenses.
(3) Characteristics of the procurement subject: As per the tender documents.
(4) Delivery deadline: As per the tender documents.
(5) Delivery location: As per the tender documents.
(6) Tender method: The winning bid price will be the bid amount plus 10% of that amount (fractions less than 1 yen will be rounded down). Bidders must state in the bid form an amount equivalent to 100/110 of the estimated contract amount regardless of whether they are taxable or tax-exempt entities.
(7) This procurement is subject to the electronic procurement system (Government Electronic Procurement System (GEPS)). However, if electronic submission is difficult, paper bids are allowed as detailed in the tender documents.
2 Eligibility for participation:
(1) Must not fall under Article 70 of the Budget Auditing and Accounting Act. Minors or persons under guardianship who have obtained necessary consent may be exceptions under special reasons.
(2) Must not fall under Article 71 of the Budget Auditing and Accounting Act.
(3) Must be rated A, B, or C in 'Manufacture of goods' or 'Sale of goods' under the Cabinet Office unified qualification for fiscal years 2025-2027.
(4) Must not be under suspension of designation by the National Police Agency.
(5) Must not be a business substantially controlled by organized crime groups or equivalent entities excluded from government contracts.
(6) Application period and place for qualification: As stated in the public notice dated March 31, 2025.
3 Submission of bid documents:

Bidders must respond to any explanation requests from the National Police Agency regarding submitted documents.
(4) Invalid bids: Bids from ineligible participants or those failing to fulfill obligations will be invalid.
