Tender Notice:
The following general competitive tender is announced. Date: May 29, 2026. Responsible Officer: Hiroyuki SAITOU, Director-General of Kinki Regional Development Bureau. Procurement agency number: 020. Location number: 27.
1. Procurement details:
(1) Product classification number: 14.
(2) Procurement subject and quantity: Manufacture, installation, and adjustment of one set of R8 probe integrated processing equipment and others (subject to electronic procurement system).
(3) Specifications for the procurement subject are according to the tender documents.
(4) Delivery deadline: February 26, 2027.
(5) Delivery location: 3-1-41 Otemae, Chuo-ku, Osaka City, Osaka Prefecture, and one other location.
(6) Bidding method: The bid price shall be the amount stated in the bid form plus consumption tax and local consumption tax calculated at the applicable rate, with fractions less than one yen rounded down. Bidders must submit a bid form stating the amount excluding consumption tax regardless of tax status. The number of bid executions is limited to two times in principle. Details are in the tender documents. This is an electronic procurement system (GEPS) target project; submission of application documents, bidding, and contracting are conducted via the electronic procurement system. If electronic submission is difficult, paper bid and contract methods are allowed. Eligibility: Bidders must not fall under Articles 70 and 71 of the Budget Auditing and Accounting Act. Bidders must have the Ministry of Land, Infrastructure, Transport and Tourism's unified qualification for manufacture or sale of goods in the Kinki region for fiscal years 2025, 2026, and 2027. Applications for qualification are accepted at the Kinki Regional Development Bureau General Affairs Department Contract Section and others. Bidders must not be under suspension of nomination by the Director-General of Kinki Regional Development Bureau during the period from application receipt to bid opening. Bidders must not be subject to corporate reorganization or civil rehabilitation procedures except those who have completed such procedures as per public notice. Bidders must have performance records as prime contractors for manufacturing, sales, or services (repair, modification, maintenance, inspection) as specified in the tender documents and submit evidence. Submission of application documents and bid forms must be via the electronic procurement system URL or directly to the responsible officer. The tender documents are available for download from May 29, 2026, 10:00 to June 29, 2026, 12:00. The bid submission period is from August 3, 2026, 10:00 to August 4, 2026, 16:00. Bid opening is on August 5, 2026, 14:00 at the Kinki Regional Development Bureau bidding room. Language and currency: Japanese and Japanese yen. Bid and contract guarantees are exempted. Bidders must respond to inquiries from the responsible officer regarding application documents before bid opening. Invalid bids include those by ineligible bidders or those violating bid conditions. Contract award is to the lowest valid bidder within the estimated price limit, with provisions for disqualification if performance or fairness concerns arise. Negotiations are not conducted.
