1 Procurement details:

(6) Bidding method: The winning bid price will be the bid amount plus 10% of that amount (fractions less than 1 yen will be rounded down). Bidders must enter 100/110 of the estimated contract amount on the bid form regardless of tax status.

2 Eligibility for participation:
(1) Must not fall under Article 70 of the Budget Auditing and Accounting Act. Minors or persons under guardianship with necessary consent may be exceptions.
(2) Must not fall under Article 71 of the Budget Auditing and Accounting Act.
(3) Must be rated A, B, or C in 'Manufacture of products' or 'Sale of products' in the Cabinet Office unified qualification for fiscal years 2025-2027.
(4) Must not be under suspension by the National Police Agency.
(5) Must not be excluded due to ties with organized crime groups.
(6) Application timing and place: As stated in the public notice dated March 31, 2025.
