(3) Must have qualifications determined by the university president based on Article 7 of the Contract Handling Rules.
(4) Must not be under suspension of transactions by the president. 4. Other details: Language and currency for contract:
Japanese and Japanese yen. Bid and contract guarantees are exempted. Bidders must submit sealed bids with documents proving ability to deliver the goods by the deadline. Bidders must respond to explanations requested by the president before bid opening. Invalid bids include those from unqualified bidders or those failing obligations. Contract document required.
