Bid and contract guarantees: exempted. Bidders must submit sealed bids with documents proving ability to deliver the goods by the deadline. The president may request explanations regarding these documents before the bid opening date. Invalid bids include those from ineligible bidders or those failing obligations. Contract creation is required. The winner is the bidder judged capable of delivering the goods and offering the lowest valid bid within the price limit set by Osaka University regulations.
