The following general competitive tender is announced. Date: June 1, 2026. Procuring entity: Soichiro NAITO, Obligating officer Director of the Deputy Commissioner Immigration Services Agency. Procurement agency number: 013. Location number: 13.
1 Procurement details:
(1) Item classification numbers: 14, 71, 27.
(2) Specific services and quantities: Procurement of equipment and related items for the personal identification information system used in immigration control operations associated with the expansion of international terminals at regional airports.
(3) Specifications: According to the tender explanation documents and specifications.
(4) Fulfillment deadline: As specified in the specifications.
(5) Fulfillment location: Location designated by the Deputy Commissioner of the Immigration Services Agency.
(6) Tender method: The winning bid price will be the amount stated in the bid plus 10% of that amount (any fraction less than 1 yen will be rounded down). Bidders must state in the bid the amount corresponding to 100/110 of the estimated contract amount regardless of tax status.

(4) Must have qualifications designated by the obligating officer under Article 73 of the Budget, Auditing and Accounting Act. Date: Monday, June 2026 (Extra Government Procurement No. X).

(3) No briefing session will be held.
(4) Bid submission deadline: July 20, 2026, 17:00.
(5) Bid opening: July 21, 2026, 15:00, electronically and at the Immigration Services Agency tender room.
4 Other:
(1) Language and currency for contract: Japanese and Japanese yen.
(2) Bid and contract guarantees are exempted.
(3) Bidders must submit functional certificates as specified in the tender documents by the deadline; only those recognized by the obligating officer as capable of performing the work may participate. Explanations may be requested regarding submitted certificates.
(4) Invalid bids include those by ineligible bidders or those violating bid conditions.
(5) Contract document required.
(6) Award method: The obligating officer will award to the lowest valid bid within the price limit who is judged capable of performing the work.
