The following general competitive tender is announced. June 2, 2026, President of National University Corporation Hokkaido University, HOSOKANE Kiyohiro. Procurement agency number 415, location number 01.

1 Procurement details
(1) Item classification numbers 22, 31
(2) Purchase subject and quantity: Complete integrated IVR-CT system combining blood vessel angiography device and computed tomography device.
(3) Characteristics of the procurement subject: According to the tender specifications.
(4) Delivery deadline: April 30, 2027.
(5) Delivery location: Hokkaido University Hospital.
(6) Tender method: The successful bidder will be determined by comprehensive evaluation method; bidders must submit documents related to performance, functions, and technology (hereafter “documents for comprehensive evaluation”). The successful bid price will be the bid amount plus 10% of that amount (fractions less than 1 yen will be truncated). Bidders must state in the bid the amount equivalent to 100/110 of the estimated contract amount regardless of tax status.

2 Eligibility for participation
(1) Must be rated A, B, or C in the Hokkaido region for “sale of goods” under national or Hokkaido University competitive participation qualifications for fiscal 2026. Applications accepted at designated government procurement offices or Hokkaido University Finance Department Procurement Section.
(2) Must prove a system for prompt after-sales service and maintenance for the purchased goods.
(3) Must prove ability to deliver the goods at the date and place designated by the President.
(4) Must prove possession of a medical device sales license under the Pharmaceutical and Medical Device Act.
(5) Must not be under transaction suspension by the President.

3 Submission location etc.
(1) Submission location, contract terms, tender specification distribution, and contact: Hokkaido University Hospital Management Section, Assistant Manager Suzuki Masaki, phone 011-706-7401.
(2) Tender specifications available from the above location from the date of this notice.
(3) Tender briefing session: June 12, 2026, 10:00, Hokkaido University Hospital Management Section Tender Room.
(4) Bid submission deadline: July 23, 2026, 17:00.
(5) Bid opening: August 21, 2026, 10:00, same location. Other
(1) Language and currency for contract procedures: Japanese and Japanese yen.
(2) Bid and contract guarantees exempted.
(3) Bidders must submit sealed bids with documents for comprehensive evaluation and proof of ability to deliver by the deadline. Bidders must respond to explanations requested by the President before bid opening.
(4) Invalid bids include those from ineligible bidders or those failing obligations.
(5) Contract document required.
(6) Successful bidder determined by comprehensive evaluation of performance, functions, and technology meeting minimum required criteria within the estimated price limit.
(7) No negotiation in procedures.
