(6) Tender method: The bid price shall include all expenses required for onsite costs as stipulated in the contract and specifications. For determination of the negotiation right holder, the bid price plus 10% of that price (fractions less than 1 yen are rounded down) will be used as the negotiation right holder determination price. Bidders must submit a bid form indicating the amount corresponding to 100/110 of the estimated contract amount regardless of whether they are taxable or tax-exempt entities for consumption tax and local consumption tax. Eligibility for participation: Must not fall under Article 5 of the National Hospital Organization Contract Handling Rules (hereinafter referred to as the Contract Rules). Minors, persons under guardianship or assistance who have obtained necessary consent for contract conclusion are exceptions under special reasons. Must not fall under Article 6 of the Contract Rules.
