Tender method: The tender amount shall include all on-site expenses as defined in the contract and specifications. For determination of the negotiation right holder, the amount obtained by adding 10% of the amount stated in the bid document (fractions less than 1 yen shall be rounded down) will be the negotiation right determination price. Bidders must submit a bid document stating an amount equivalent to 100/110 of the estimated contract amount regardless of whether they are taxable or tax-exempt for consumption tax and local consumption tax. Eligibility to participate: Must not fall under Article 5 of the National Hospital Organization Contract Handling Rules (hereinafter referred to as the Contract Rules). Minors, persons under guardianship or assistance who have obtained necessary consent for contract conclusion are exceptions under special reasons. Must not fall under Article 6 of the Contract Rules. Must have A, B, or C grade qualification in the Ministry of Health, Labour and Welfare competitive participation qualification (Unified qualification for all ministries fiscal years 2025-2027) for 'sales of goods (electrical and communication equipment, computers, precision instruments, other equipment)' with competitive qualification in the Kinki region.
