Tender Notice:
The following general competitive tender is announced. Date: June 2, 2026. Official in charge of disbursement: Kubokura Osamu, Counsellor, Growth Bureau, Children and Families Agency. Procurement agency number: 028. Location number: 13.
1. Procurement details:
(1) Item classification numbers 71, 27.
(2) Procurement subject and quantity: Comprehensive project management support services for the FY2026 renovation and requirements definition support services for the FY2027 renovation of the childcare facility management platform.
(3) Specifications: According to the tender explanatory documents and procurement specifications.
(4) Fulfillment period: From contract signing date until March 31, 2027.
(5) Fulfillment location: The place designated by the official in charge of disbursement.
(6) Tender method: The bid amount shall be a lump sum. The winning bid price shall be the amount stated in the bid plus 10% of that amount (fractions less than 1 yen are rounded down). Bidders must state in the bid form the amount equivalent to 100/110 of the estimated contract amount regardless of tax status.
2. Eligibility for participation:
(1) Must not fall under Article 70 of the Budget, Auditing and Accounting Act.
(2) Must not fall under Article 71 of the same act.
(3) Must not be under suspension from the Cabinet Office.
(4) Must have the unified qualification for competitive participation for FY2025-2027 in the category of 'service provision' with rating A, B, or C from the Cabinet Office Accounting Division, and have competitive participation qualification in the Kanto-Koshinetsu region.
(5) Must not have false statements in qualification application or attached documents.
(6) Must not have extremely deteriorated management or credit status.
(7) Must have qualifications set by the official in charge of disbursement based on Article 73 of the Budget, Auditing and Accounting Act, including social insurance enrollment and no insurance premium arrears.
(8) Must have past experience implementing similar projects commissioned or subsidized by national or local governments.
(9) Bidders must submit a pledge stating they do not belong to organized crime groups. Bidders who have been subject to legal violations, administrative penalties, or administrative guidance in the past year must not impair fair execution or public trust in this project.

(4) Invalid bids: Bids from ineligible participants or those violating conditions or failing obligations will be invalidated. Bids without the required pledge or with false pledges will be invalid.
