The following is subject to open competitive bidding. Date: June 3, 2026. 1. Procurement Details:
(1) Item classification numbers: 71, 27.
(2) Procurement subject and quantity: Design and development work for the common calculation module for labor accident version in medical fee revision DX (starting FY2026). Case where the supplier took corrective actions and received Notification of withdrawing for the order of suspension of use after receiving an order of suspension of use by Labour Standard Inspection Administration due to violation of Labour Standard related laws and regulations (*). 9 Not be sent the documents to the public prosecutor's office due to violation of the Laws and Regulations under the jurisdiction of the Ministry of Health, Labour and Welfare and be made this fact public. 10 Meet the qualification requirements which the Obligating Officer may specify in accordance with Article 73 of the Cabinet Order concerning the Budget, Auditing and Accounting. (*) Labour Standards Law, Industrial Safety and Health Act, Minimum Wage Act, Act on Securing the Payment of Wages, Industrial Homework Act, Working Environment Measurement Act, Pneumoconiosis Act, Act on Special Measures concerning Carbon Monoxide Poisoning Caused by Coal-Mine Accident.
(3) Specifications: According to the specification documents.
(4) Performance period: Scheduled from September 1, 2026 to September 30, 2027.
(5) Performance location: Designated by the obligating officer.
(6) Bidding method: The bid amount shall be a lump sum. The successful bidder will be decided by comprehensive evaluation bidding method; proposal documents must be submitted by the deadline specified in 3(2). The bid price will be the bid amount plus 10% of that amount (fractions less than 1 yen will be rounded down). Bidders must state in the bid form an amount equivalent to 100/110 of the estimated contract amount regardless of tax status.
(8) Qualification requirements: No administrative penalties for violations of laws under the Ministry of Health, Labour and Welfare jurisdiction within the past year, except cases where corrective actions were taken and suspension orders were withdrawn by the Labour Standards Inspection Administration. Relevant laws include Labour Standards Law, Industrial Safety and Health Act, Minimum Wage Act, Act on Securing the Payment of Wages, Industrial Homework Act, Working Environment Measurement Act, Pneumoconiosis Act, and Special Measures Act concerning Carbon Monoxide Poisoning from Coal-Mine Accidents.
(9) No prosecution or public disclosure of violations under the Ministry's jurisdiction within the past year. Other qualifications as specified by the obligating officer under Article 73 of the Cabinet Order concerning Budget, Auditing and Accounting.

4. Submission of bid forms:

2. Qualification requirements:
(1) Not disqualified under Articles 70 and 71 of Cabinet Order concerning Budget, Auditing and Accounting.
(2) Must have A, B, or C grade in Ministry of Health, Labour and Welfare unified qualification for service provision in FY2025-2027.
(3) No insurance premium arrears for specified social insurances in recent two years.
(4) No false statements in qualification documents.
(5) No extreme deterioration in management or credit.
