The following general competitive tender is announced. Date: June 3, 2026. Location number: 13. No. 92. 1 Procurement details:
(1) Item classification numbers 71, 27.
(2) Subject and quantity: Comprehensive design and development work for the visa operations information system.
(3) Characteristics of the procurement: According to the tender specification documents.
(4) Fulfillment deadline: March 31, 2029; however, the responsible officer for expenditure commitment may change the fulfillment period within the scope of laws and budget.

(6) Tender method: The successful bidder will be decided by a comprehensive evaluation method; bidders must submit the bid form, documents regarding the specific implementation method and quality assurance for this work (hereinafter "documents for comprehensive evaluation"), and other necessary documents as specified in the tender specifications (hereinafter "other necessary documents"). The bid amount must include all expenses related to the work. The winning bid price will be the bid amount plus 10% of that amount (fractions less than one yen will be truncated); bidders must state in the bid form the amount equivalent to 100/110 of the estimated contract amount regardless of their tax status.

(3) Requirements for bidders: Those wishing to participate must submit the bid form, documents for comprehensive evaluation, and other necessary documents by the bid receipt deadline. If requested by the responsible officer before the bid opening date, bidders must respond to explanations. Bidders must submit a pledge stating they are not suspended from bidding and are not members of organized crime groups. The documents for comprehensive evaluation and other necessary documents will be technically reviewed by the Ministry of Foreign Affairs, and only those judged acceptable will be considered for bidding. (6) Method of deciding the successful bidder: Among bidders who submit documents judged capable of reliably performing the work, those who propose bid amounts within the budget limits and meet all mandatory requirements will be evaluated by the comprehensive evaluation method, and the highest scoring bidder will be awarded the contract. However, if the winning bid price raises concerns about contract fulfillment or fairness of trade order, the next highest scoring bidder within budget limits may be awarded. (7),

(6) 入札方法落札者の決定は、総合評価落札方式をもって行うので、入札書、総合評価のための本業務実施の具体的な方法、その質の確保方法等に関する書類(以下「総合評価のための書類」という。)及びその他入札説明書等に定める入札に必要な書類(以下「その他必要な書類」という。)を提出すること。また、 入札書に記載する金額は、業務に関する一切の諸経費を含めた総額を記載すること。なお、 落札決定に当たっては、入札書に記載された金額に当該金額の10%に相当する額を加算した金額(当該金額に1円未満の端数があるときは、その端数金額を切り捨てるものとする。)をもって落札価格とするので、入札者は、 消費税及び地方消費税に係る課税事業者であるか免税事業者であるかを問わず、見積もった契約金額の110分の100に相当する金額を入札書に記載すること。

(3) 入札者に要求される事項1この一般競争入札に参加を希望する者 (以下「入札希望者」という。)は、入札書、 総合評価のための書類及びその他必要な書類を入札書の受領期限までに提出すること。なお、開札日の前日までの間において、 支出負担行為担当官等から当該書類に関し説明を求められた場合には、それに応じなければならない。 2入札希望者は、入札書の提出時に指名停止を受けていない及び暴力団等に該当しない旨の誓約書を提出しなければならない。 3総合評価のための書類及びその他必要な書類は外務省において技術審査するものとし、審査の結果、採用し得ると判断したものを入札の対象とする。

(6) 落札者の決定方法本公告に示した業務を確実に履行できると支出負担行為担当官が判断した書類を添付して入札書を提出した入札者のうち、予算決算及び会計令第79条の規定に基づいて作成された予定価格の制限の範囲内且つ同内訳のそれぞれの年度毎の金額を下回る入札金額を提示した入札者であって、入札説明書等で指定する業務の要求要件のうち、必須とされた項目の基準を全て満たす提案をした入札者の中から、入札説明書等で定める総合評価の方法に基づく計算を行い、得点の最も高い者を落札者とする。ただし、落札者となるべき者の入札価格によっては、その者により当該契約の内容に適合した履行がなされないおそれがあると認められるとき、 又はその者と契約を締結することが公正な取引の秩序を乱すこととなるおそれがあって著しく不適当であると認められるときは、予定価格の制限の範囲内の価格をもって入札した他の者のうち、次に総合評価の方法による得点の最も高い者を落札者とすることがある。
