1. Procurement details:
(1) Item classification numbers 71, 27.
(2) Procurement subject and quantity: Comprehensive development and research services related to the renewal of the PRTR data management, publication, and disclosure system for fiscal year 2026.

(6) Tender method: The bid amount shall include all costs required for the work. The winning bid price will be the amount stated in the bid plus 10% of that amount (fractions less than one yen will be rounded down). Bidders must state in the bid form the amount corresponding to 100/110 of the estimated contract amount regardless of whether they are taxable or tax-exempt businesses.
(7) Use of electronic bidding system: This project requires submission of certificates and electronic bidding. Eligibility for participation: Must not fall under Article 70 or 71 of the Cabinet Order concerning Budget, Auditing and Accounting. Must have a unified qualification rating of A, B, or C in “Information Processing” or “Software Development” by the bid opening date. Must pledge to exclude organized crime groups as specified in the tender documents.
