Tender Notice:
The following general competitive tender is announced. Date: June 3, 2026. Obligating Officer: Hisashi Hatomoto, Director of Budget and Accounts Division, Minister's Secretariat, Ministry of the Environment. Procurement agency number: 021. Location number: 13.
1. Procurement details:
(1) Item classification numbers 71, 27.
(2) Procurement subject and quantity: Comprehensive development and research services related to the renewal of the PRTR data management, publication, and disclosure system for fiscal year 2026.
(3) Specifications of the procurement subject are as described in the tender documents.
(4) Fulfillment deadline: March 31, 2027.
(5) Fulfillment location: as specified in the tender documents.
(6) Tender method: The bid amount shall include all costs required for the work. The winning bid price will be the amount stated in the bid plus 10% of that amount (fractions less than one yen will be rounded down). Bidders must state in the bid form the amount corresponding to 100/110 of the estimated contract amount regardless of whether they are taxable or tax-exempt businesses.
(7) Use of electronic bidding system: This project requires submission of certificates and electronic bidding. If electronic bidding is difficult, submission of a paper bid participation request is required. Eligibility for participation: Must not fall under Article 70 or 71 of the Cabinet Order concerning Budget, Auditing and Accounting. Must not be under suspension by the Director of Budget and Accounts Division, Ministry of the Environment. Must have a unified qualification rating of A, B, or C in “Information Processing” or “Software Development” by the bid opening date. Must pledge to exclude organized crime groups as specified in the tender documents. Other qualifications as determined by the obligating officer under Article 73 of the Budget, Auditing and Accounting Act. Submission place: Ministry of the Environment, Minister's Secretariat, Budget and Accounts Division, Contract Section 2, 1-2-2 Kasumigaseki, Chiyoda-ku, Tokyo 100-8975, Tel: 03-3581-3351 ext. 6036. Tender documents will be distributed via the electronic procurement system. Bid submission deadline: July 24, 2026, 16:00. Bid opening: July 27, 2026, 14:30, Ministry of the Environment, 4th Conference Room. Language and currency: Japanese and Japanese yen. No bid bond or contract guarantee required. Invalid bids: Bids from ineligible participants or those violating bid conditions will be invalid. Contract creation: Required. Award method: The lowest valid bid within the price limit set under Article 79 of the Budget, Auditing and Accounting Act will be awarded. No negotiations during procedures.
