Tender Notice:
The following general competitive tender is announced as follows. Date: June 3, Reiwa 8 (2026) National Research and Development Agency Japan Atomic Energy Agency Financial Contract Department Director Matsumoto Naoya. Procurement agency number 817, location number 08, No. 08-1436-2.
1. Procurement details:
(1) Item classification numbers: 16, 23, 24.
(2) Purchase subject and quantity: 1) Installation of finger vein authentication device by the Environmental Technology Development Department, one set; 2) Purchase of gentle mill for preparing fine structure observation samples of core materials of the high-speed demonstration reactor, one set; 3) Purchase of gas chromatograph analyzer and moisture meter for impurity measurement system of HTTR helium sampling equipment, one set.
(3) Characteristics of procurement subject: According to the tender documents and specifications.
(4) Delivery deadlines: 1) February 26, Reiwa 9 (2027); 2) March 19, Reiwa 9 (2027); 3) February 25, Reiwa 10 (2028).
(5) Delivery location: National Research and Development Agency Japan Atomic Energy Agency (details according to specifications).
(6) Tender method: 1) Conducted as a total price. 2) Regarding award decision, the winning bid price will be the bid amount plus 10/100 of that amount (fractions less than 1 yen are rounded down), so bidders must enter in the bid form the amount equivalent to 100/110 of the estimated contract amount regardless of tax status.
2. Eligibility for competition participation:
(1) Must not fall under Article 70 of the Budget Settlement and Accounting Act.
(2) Must not fall under Article 71 of the Budget Settlement and Accounting Act.
(3) Must be rated A, B, C, or D in the sales of goods category in the Japan Atomic Energy Agency or national unified qualification for the fiscal year.
(4) Must not be under transaction suspension by the Financial Contract Department Director.
(5) Must not be excluded due to organized crime group control requests by police authorities.
3. Submission location and method:
(1) Submission of bid documents and distribution of tender documents and contract terms will be conducted via electronic bidding system. Contact: 765-1 Funakawa, Tokai-mura, Naka-gun, Ibaraki 319-1184, Japan Atomic Energy Agency Financial Contract Department, Business Contract Section 3, Tel: 080-3600-6989.
(2) Tender documents will be distributed from the date of this notice via electronic bidding system or contact above.
(3) Deadline for bid submission: By 17:00 on August 5, Reiwa 8 (2026) via electronic bidding system.
(4) Opening date and time: August 7, Reiwa 8 (2026) at 14:00, 15:00, and 16:00 via electronic bidding system.
4. Use of electronic bidding system:
This procurement will be conducted using the Japan Atomic Energy Agency electronic bidding system.
5. Others:
(1) Language and currency for contract procedures: Japanese and Japanese currency.
(2) Bid and contract guarantee exemption.
(3) Requirements for bidders: Those wishing to participate must submit sealed bid documents along with tender specifications and necessary certificates by the deadline. Bidders must respond to explanations or consultations regarding specifications or certificates before the bid opening date.
