1. Procurement details:
(1) Classification codes: 15, 28.
(2) Procurement subject and quantity: Manufacture of a complete set of optical terminal equipment for Omachi Dam Management Office for fiscal year 2026 (electronic bidding target case) (electronic contract target case).
(3) Specifications of the procurement subject: According to the bidding instructions.
(4) Performance period: From the day after contract conclusion until March 24, 2027.
(5) Performance location: According to the bidding instructions and special specifications.
(6) Bidding method: The winning bid price is the amount obtained by multiplying the bid amount by the consumption tax and local consumption tax rates, with fractions less than one yen rounded down. Bidders must enter the bid amount excluding consumption taxes regardless of tax status. The number of bidding rounds is limited to two in principle. If no winner is decided within these rounds, it will not shift to a discretionary contract based on the Budget and Accounting Act Article 99-2.
(7) Use of electronic procurement system: This case requires submission of bids and documents electronically. If electronic submission is difficult, paper submission is allowed with prior approval. Must have Ministry of Land, Infrastructure, Transport and Tourism competitive participation qualification for FY 2025-2027 with grade A, B, or C in manufacture or sale of electrical and telecommunications equipment in specified regions, and have 'electrical and telecommunications equipment' as a business item. If under corporate reorganization or civil rehabilitation, required documents must be submitted. Must not be under suspension by the Director-General of Hokuriku Regional Development Bureau. Must not be excluded by police requests related to organized crime. Must have received bidding instructions directly. Must prove installation and delivery performance as specified. Contract documents will be exchanged electronically unless paper contract is approved. The winner is the lowest valid bidder within the price limit. Negotiations are not conducted.
