Tender Notice:
The following general competitive tender is announced. Date: June 3, 2026. Responsible officer for expenditure commitment: Miyashita MASAYUKI, Director of Labor Accident Management Section, Labor Standards Bureau, Ministry of Health, Labour and Welfare. Procurement agency number: 017. Location number: 13.
1. Procurement details:
(1) Item classification numbers 71, 27.
(2) Procurement subject and quantity: Comprehensive project management and procurement support services for the Labor Accident version common calculation module under the medical fee revision DX (starting FY2026).
(3) Specifications: According to the specification documents.
(4) Performance period: Scheduled from August 20, 2026 to June 30, 2028.
(5) Performance location: As designated by the responsible officer for expenditure commitment.
(6) Tender method: The bid amount shall be a lump sum. The successful bidder will be determined by a comprehensive evaluation bid method, and proposal documents (hereinafter "proposal documents") must be submitted by the deadline specified in section 3(2). The winning bid price will be the bid amount plus 10% of that amount (fractions less than 1 yen will be rounded down). Bidders must state in the bid form the amount corresponding to 100/110 of the estimated contract amount regardless of tax status.
2. Eligibility for participation:
(1) Must not fall under Article 70 of the Budget and Accounting Act.
(2) Must be rated A, B, or C in the Ministry of Health, Labour and Welfare's unified qualification for service provision for FY2025-2027.
(3) Must have no outstanding insurance premiums for the last two years for various insurances including workers' accident compensation insurance.
(4) Must not have submitted false information in qualification documents.
(5) Must not be in extremely poor financial or credit condition.
(6) Must not be under suspension by the Ministry of Health, Labour and Welfare.
(7) Must not have received administrative penalties for violations of laws under the Ministry's jurisdiction in the past year, except if corrective actions were taken and suspension orders lifted.
(8) Must not have been prosecuted and publicly disclosed for violations under the Ministry's jurisdiction in the past year.
(9) Must meet other qualifications set by the responsible officer under Article 73 of the Budget and Accounting Act.

3. Proposal document submission location, inquiry contact, and deadlines are detailed, including email and postal addresses. Proposal submission deadline is July 23, 2026, 16:00. Tender briefing will be held online on June 17, 2026, 14:00.

4. Bid submission deadline is July 23, 2026, 16:00, primarily via electronic procurement system; paper bids allowed upon request.

5. Bid opening will be on August 12, 2026, 11:00 at the Labor Accident Management Section office.
6. Language and currency for contract:
Japanese and Japanese yen only.

7. No bid bond or contract guarantee required.

8. Bidders must submit documents proving eligibility and a pledge stating non-affiliation with organized crime groups by July 23, 2026, 10:00. Failure to submit or false pledges invalidate bids.

9. Contract documents must be truthful; false statements may lead to contract cancellation or penalties. 10. The successful bidder will be selected based on comprehensive evaluation within the price limits set by the Budget and Accounting Act. Negotiations are not conducted.
