The following general competitive tender is announced. This project requires submission of certificates for qualification confirmation (hereafter "certificates") and the bidding and contracting will be conducted via the electronic procurement system (GEPS). (6) Bidding method: Total price bidding. The winning bid price will be the bid amount plus 10% of that amount (fractions less than 1 yen will be rounded down). Bidders must state in the bid form the amount corresponding to 100/110 of the estimated contract amount regardless of tax status.
(7) Use of electronic procurement system (GEPS): This project requires submission of application documents, bidding, and contracting via GEPS. If electronic bidding is difficult, paper bidding and contracting methods can be used with approval.
2. Qualification for participation:
(1) Must not fall under Article 70 of the Budget Auditing and Accounting Act.
(2) Must not fall under Article 71 of the same act.
(3) Must have grade A, B, C, or D rating for "sale of goods" in the Ministry of Land, Infrastructure, Transport and Tourism unified qualification for fiscal years 2025-2027, with qualification for the Kanto-Koshinetsu region.
(4) Must not be under suspension by the department.
(5) Must not be excluded due to organized crime group control.
(6) Must not have extremely deteriorated management or credit status.
(7) Must not have engaged in fraudulent or dishonest acts in bidding.
(8) Must have an electronic certificate if bidding electronically.
(9) Application period and place as announced in the public notice dated March 31, 2026.
