(2) above will be tendered separately. The winning bid price will be the amount stated in the bid plus 10% of that amount (fractions less than 1 yen will be rounded down). Bidders must state in the bid form the amount corresponding to 100/110 of the estimated contract amount regardless of whether they are taxable or tax-exempt entities for consumption tax and local consumption tax. 2 Eligibility for participation:
(1) Must not fall under Article 70 of the Cabinet Order concerning Budget, Auditing and Accounting. Minors, persons under guardianship or assistance who have obtained necessary consent for contract conclusion may be exceptions under special reasons.
(2) Must not fall under Article 71 of the Cabinet Order concerning Budget, Auditing and Accounting.
(3) Must have the qualification grade for participation in tenders for the Kanto and Koshinetsu region as follows: For item 1 (blood irradiation device) A, B or C grade for manufacturing or sales of goods; for item 2 (oxygen concentrators) A, B, C or D grade for manufacturing or sales of goods.
(4) Must not be under suspension of designation based on the Ministry of Defense's procurement suspension rules.
