The following general competitive tender is announced. June 4, 2026 Urban Renaissance Agency Director of the General Affairs Department Hiroyuki TAHARA. Procurement agency number 599, location number 14.

1 Procurement details
(1) Item classification numbers 71, 27
(2) Procurement subject and quantity: Comprehensive renovation work of the maintenance system for fiscal year 2026
(3) Specifications: According to the procurement specifications.
(4) Contract period: From the day after contract signing until July 31, 2027.
(5) Performance location: According to the procurement specifications.
(6) Tender method: Tender documents must be submitted by hand or by registered mail arriving by the deadline; electronic submissions are not accepted. The winning bid price will be the bid amount plus 10% of that amount (fractions less than 1 yen are truncated). Bidders must state 100/110 of their desired contract amount on the bid form regardless of tax status.
2 Eligibility for participation
(1) The following are disqualified: those violating Urban Renaissance Agency accounting rules, those under suspension including the work area, those controlled by organized crime groups, and certain previous contractors including PwC Consulting LLC for related work.
(2) Bidders must meet all of the following: (a) recognized as qualified for 'service provision' category in the 2025-2026 Urban Renaissance Agency East Japan region procurement qualification review; (b) meet all requirements described in the procurement specifications as certified by a conformity certificate; (c) have completed at least one similar system development or renovation project since 2016 involving server equipment running Linux OS, HiRDB DBMS, and JP1 operation management software; (d) hold certification under ISO/IEC27001:2022 or JIS Q 27001:2023/2025 ISMS conformity evaluation system or Privacy Mark certification; (e) able to accommodate inspections by agency staff in Japan.
