The following is subject to open competitive bidding. Date: June 4, 2026. Procuring entity: Urban Renaissance Agency, Director of the General Affairs Department TAHARA Hiroyuki. Procurement agency number: 599. Location number: 14.
1. Procurement details:
(1) Item classification numbers 71, 27.
(2) Procurement subject and quantity: Comprehensive services for migration of individual business systems due to replacement of the UR-NE T system in fiscal year 2026.
(3) Specifications: According to the specification documents.
(4) Performance period: From the day after contract conclusion until February 28, 2027.
(5) Performance location: According to the specification documents.
(6) Bidding method: The winning bid price will be the bid amount plus 10% of that amount (fractions less than 1 yen are rounded down). Bidders must state in the bid form the amount equivalent to 100/110 of the estimated contract amount regardless of consumption tax status.
2. Eligibility requirements: Must meet all of the following:
(1) Not subject to provisions of Articles 331 and 332 of the Urban Renaissance Agency Accounting Implementation Rules.
(2) Not under suspension from the agency including the work area during the bid submission to bid opening period.
(3) Not controlled by organized crime groups or equivalent.
(4) Certified as qualified in the category "service provision" in the competitive participation qualification examination for FY 2025 and 2026 Eastern Japan District Urban Renaissance Agency contracts.
(5) Not the contractor or related company of specified prior contracts with PwC Consulting LLC or KPMG Consulting Inc.
(6) Must certify all requirements in the specification by submitting a conformity certificate (form 2).
(7) Must have at least one completed similar project, defined as migration of a document management system with over 6,000 users developed on Windows Server using Active Server Pages, Microsoft Visual Basic, and Microsoft SQL Server, certified by a performance certificate (form 3).
(8) Must hold ISO/IEC27001:2022 or JIS Q 27001:2025 ISMS certification, or Privacy Mark certification.
(9) Must be able to respond to inspections by agency staff in Japan.
3. Submission details:

(2) Bid documents distribution: Electronic data from publication date until submission deadline; requests via email with company details and any restrictions.
