The following is a general competitive tender. This project requires submission of qualification certificates etc. for participation confirmation, and bidding and contracting are conducted via the electronic procurement system (GEPS). Date of expenditure commitment: June 4, 2026. Procuring entity: Syun SAWAI, Director General, Administration Department Japan Coast Guard. Procurement item classification numbers: 67, 29. Procurement subject and quantity: Provision of closed maritime satellite communication line (unit price contract). Specifications are as per the specification documents. Contract period: Until March 31, 2027. Delivery location: Two locations designated within the Japan Coast Guard. Bidding method: Total price for the planned quantity in item (2). The winning bid price is calculated by adding 10% to the bid amount stated in the bid form (fractions less than 1 yen are rounded down), so bidders must state 100/110 of the estimated contract amount regardless of tax status. This tender uses a comprehensive evaluation method; documents related to the evaluation must be submitted by the deadline. Use of electronic procurement system (GEPS) is mandatory; if not possible, paper bid and contract methods may be used with approval. Participation qualifications include: not falling under Articles 70 or 71 of the Cabinet Order concerning Budget, Auditing and Accounting; having Grade A or B rating for 'service provision' in the Kanto-Koshinetsu region under the Ministry of Land, Infrastructure, Transport and Tourism unified qualification; not under suspension; no exclusion requests from police authorities related to organized crime; sound management and credit status; no fraudulent or dishonest acts in bidding; and possession of an electronic certificate for GEPS use. Contract language and currency: Japanese and Japanese yen. No bid or contract guarantee required. Invalid bids include those from unqualified bidders or those violating bid conditions. Contract documents will be prepared. Contract procedures are conducted via GEPS, with paper contracts allowed upon approval. No negotiation in procedures. The winning bidder is selected based on comprehensive evaluation within the price limit set by the Budget, Auditing and Accounting Act and meeting all performance requirements specified in the bid instructions.
