1. Procurement details:
(1) Item classification number: 15.
(2) Subject and quantity: Purchase of aerodrome control simulator software.
(3) Delivery location: Chubu Airport Office.
(4) Characteristics of the procurement subject: Software specialized for air traffic control training electronic equipment, requiring proven performance related to air traffic control training devices.
(5) Delivery deadline: March 19, 2027.
(6) Electronic procurement system: This project is subject to submission of documents and bidding via the electronic procurement system. If unable to use the electronic system, submission by paper bid is allowed with prior approval.
2. Eligibility for participation:
(1) Must not fall under Article 70 of the Budget and Accounting Act.
(2) Must not fall under Article 71 of the Budget and Accounting Act.
(3) Must have competitive participation qualification rated A or B for 'sale of goods' under the Ministry of Land, Infrastructure, Transport and Tourism unified qualification for fiscal years 2025, 2026, and 2027. Those without qualification may apply as per the notice dated March 31, 2026.
(4) Must not be subject to corporate reorganization or civil rehabilitation procedures.
(5) Must not have been suspended from designation by the Director-General of the Civil Aviation Bureau between submission deadline and bid opening.
(6) Must not be under exclusion requests from public works due to organized crime affiliations.
(7) Must have received the bidding explanatory documents.
(8) Must meet all other qualification requirements separately defined by the Director-General of the Civil Aviation Bureau.
3. Bidding procedures:

(6) Bidding method: Bidders must state a bid amount equivalent to 100/110 of the estimated contract amount including all expenses regardless of tax status. The winning price will be the bid amount plus 10% of that amount (rounded down). The number of bidding rounds is limited to two; if no winner is decided, no discretionary contract will be made.
(7) Method of deciding the winner: The lowest valid bid within the price limit set by Article 79 of the Budget and Accounting Act will win; if multiple lowest bidders, winner is decided by lottery.
