Tender Notice:

(1) Item classification numbers 14, 71, 27.
(2) Procurement subject and quantity: Supply of file servers for the correctional comprehensive information and communication network system in fiscal year 2026, complete set.
(3) Specifications: According to the tender explanation document and specifications.
(4) Delivery deadline: According to the specifications.
(5) Delivery location: Location designated by the Director of the Finance Division, Minister's Secretariat, Ministry of Justice.
(6) Tender method: The successful bid price will be the bid amount plus 10% of that amount (fractions less than 1 yen will be rounded down). Bidders must state in the bid form an amount equivalent to 100/110 of the estimated contract amount regardless of tax status. 2 Eligibility for participation:
(1) Must not fall under Article 70 of the Cabinet Order concerning Budget, Auditing and Accounting. Minors or persons under guardianship with necessary consent may be exceptions.
(2) Must not fall under Article 71 of the same order.
(3) Must have grade A or B rating for "Manufacture of products", "Sale of products", or "Provision of services" in the Ministry of Justice competitive participation qualifications for fiscal years 2025-2027.
(4) Must have qualifications designated by the obligating officer based on Article 73 of the Cabinet Order. 3 Submission location etc.:

(1) Language and currency used in bidding and contract procedures: Japanese and Japanese currency.
(2) Bid and contract guarantees are exempted.
(3) Bidders must prepare and submit certificates as specified in the tender explanation documents by the submission deadline. The obligating officer will review submitted certificates and only those recognized as capable of performing the work will be allowed to participate. Bidders must respond to any inquiries from the obligating officer before the bid opening date.
(4) Invalid bids: Bids by those not meeting participation qualifications or violating bid conditions will be invalid.
(5) Contract document preparation is required.
(6) Successful bidder selection: The lowest valid bid within the price limit set by Article 79 of the Cabinet Order will be selected.
(7) No negotiation in procedures.
