1. Procurement details:
(1) Item classification numbers 71, 27.
(2) Procurement subject and quantity: Comprehensive design, development, operation, and maintenance services of the pathogen management system for fiscal years 2026 to 2030.
(3) Specifications: According to the tender explanatory documents and specifications.
(4) Contract period: From contract date until March 31, 2031.
(5) Performance location: Designated separately by the disbursement officer.
(6) Tender method: Tender price is total price. The successful bidder will be decided by comprehensive evaluation method; documents related to performance, functions, and technology must be submitted. The winning price will be the bid price plus 10% of that amount (fractions less than 1 yen will be truncated). Bidders must state in the bid the amount corresponding to 100/110 of the estimated contract amount regardless of tax status.
(7) Use of Government Electronic Procurement System (GEPS): This tender will be conducted via GEPS. Those unable to use GEPS may apply in writing to the disbursement officer to submit paper bids.

2. Eligibility:
(1) Must not fall under Article 70 of the Budget and Accounting Act.
(2) Must not fall under Article 71 of the Budget and Accounting Act.
(3) Must not be under suspension by the Ministry of Health, Labour and Welfare.
(4) Must have A grade qualification for 'service provision etc.' from the Ministry's Accounting Division Director for Kanto-Koshinetsu region in FY 2025-2027 unified qualification.
(5) Must not have false statements in application documents.
(6) Must not have extremely deteriorated management or credit.
(7) Must meet other qualifications set by the disbursement officer under Article 73 of the Budget and Accounting Act.

(3) Required documents: Bidders must submit documents proving capability to perform the work by the specified deadline and respond to explanations requested by the disbursement officer. Bidders must also submit a pledge stating they are not affiliated with organized crime groups.
(4) Invalid bids: Bids from ineligible bidders, those failing obligations, or violating conditions will be invalid. Bids without the pledge or with false pledges will be invalid.
