(6) Bidding method: The winning bid price will be the amount stated in the bid plus 10% of that amount (fractions less than one yen will be rounded down). Bidders must state in the bid the amount equivalent to 100/110 of the estimated contract amount regardless of whether they are taxable or tax-exempt entities.

2. Eligibility for participation
(1) Must not fall under Article 70 of the Budget, Settlement and Accounting Act. Minors or persons under guardianship with necessary consent are exceptions.
(2) Must not fall under Article 71 of the Budget, Settlement and Accounting Act.
(3) Must have Ministry of Finance competitive participation qualification grades "A" or "B" for manufacturing, sales, or service provision in the Hokkaido region for fiscal years 2025-2027, or pass qualification screening by the bid submission deadline.
(4) Must not be subject to suspension or other restrictions by ministries or agencies (including those specially approved by the responsible officer).
(5) Must be recognized as having no extreme deterioration in management or creditworthiness and capable of proper contract execution.

4. Use of procurement portal
This procurement will be conducted using the procurement portal for bidding and bid opening procedures; however, paper bid submission is also allowed. Details are in the tender documents.

5. Other
(1) Language and currency used in bidding and contract procedures: Japanese and Japanese currency only.
(2) Bid and contract guarantees are exempted.
(3) Invalid bids: Bids from ineligible participants or those violating bidding conditions will be invalid.
(4) Contract document preparation is required.
(5) Method of selecting the successful bidder: The lowest valid bid within the price limit based on Article 79 of the Budget, Settlement and Accounting Act.
(6) No negotiation in the procedure.
