This matter is subject to open competitive bidding as follows. This case is subject to submission of certificates for qualification confirmation (hereinafter referred to as "certificates") and bidding and contracting via the electronic procurement system (GEPS).

1 Procurement details
(1) Item classification numbers: 71, 27
(2) Procurement subject and quantity: Provision of meteorological information distribution service (including aviation hosting) 1 set (subject to electronic procurement system)

(6) Bidding method: The successful bidder will be determined by comprehensive evaluation; documents related to performance, functions, and technology for comprehensive evaluation must be submitted. The total price includes all expenses necessary for delivery of the subject in 1(2). The successful bid price will be the bid amount plus 10% of that amount (fractions less than 1 yen will be truncated). Bidders must state in the bid the amount equivalent to 100/110 of the estimated contract amount regardless of tax status.
(7) Use of electronic procurement system (GEPS): This case is subject to submission of application documents, bidding, and contracting via the electronic procurement system. If using the electronic system is difficult, paper bidding and contracting methods may be used with approval.
2 Qualification for participation
(1) Must not fall under Article 70 of the Budget Settlement and Accounting Order.
(2) Must not fall under Article 71 of the Budget Settlement and Accounting Order.
(3) Must have competitive participation qualification for "service provision, etc." in the Kanto-Koshinetsu region for fiscal years 2025-2027.
(4) Must have qualifications determined by the expenditure commitment officer based on Article 73 of the Budget Settlement and Accounting Order (details in bidding instructions).
(5) Must have received the bidding instructions.
(6) Must not be excluded by police authorities as organized crime group affiliates or equivalent.
(7) Must not be under suspension by the Japan Meteorological Agency.
(8) Must submit documents related to information security implementation system for this work and obtain consent by the bid submission deadline.
(9) Application timing and location for participation qualifications are as stated in the public notice dated March 31, 2026.

(4) Invalid bids: those without qualification, violating conditions, or failing obligations are invalid.

(6) Successful bidder selection: within price limits, among bidders meeting all mandatory requirements, by comprehensive evaluation; if concerns about performance or fairness arise, next suitable bidder will be selected.
