2. Eligibility for participation:
(1) Must not fall under the provisions of Articles 7 and 8 of Osaka University Contract Regulations.
(2) Must be rated A, B, or C grade for 'sale of goods' in the Kinki region for fiscal year 2026 under the national or Osaka University competitive participation qualifications. Applications for these qualifications are accepted at designated government procurement offices.
(3) Must prove a system for rapid after-sales service and maintenance for the purchased goods.

4. Other:
(1) Language and currency for contract procedures: Japanese and Japanese yen.
(2) Bid and contract guarantees are exempted.
(3) Bidders must submit sealed bids with documents proving capability to deliver the goods by the deadline. Bidders must respond to explanations requested by the president before the bid opening date.
(4) Invalid bids include those from ineligible participants or those failing obligations.
(5) Contract document preparation is required.
(6) Successful bidder is the lowest valid bidder judged capable by the president within the price limits set by Osaka University Contract Regulations Article 14.
(7) No negotiations during procedures.
