1. Overview of construction work
(1) Item classification number: 41
(2) Construction name: Nagasaki District Public Prosecutors Office (R8) Temporary Building New Construction Work (subject to electronic bidding and electronic contracts)
(3) Construction site: 65 Okeya-cho, Nagasaki City, Nagasaki Prefecture
(4) Construction content: This work is for the new construction of the temporary building for the Nagasaki District Public Prosecutors Office. Purpose: Office building (temporary building). Structure and floors: Lightweight steel frame, 3 stories above ground. Scale: Total floor area 3,052.65 sqm, site area 1,507.88 sqm.
(5) Construction period: From the day after contract conclusion until December 27, 2027.
(6) Major materials used: Plate glass approx. 200, other materials such as concrete and reinforcing bars according to the contractor's adopted manufacturer specifications.
(7) This work is a comprehensive evaluation bidding method (technical proposal evaluation type (S type)) that accepts construction plans at bidding, evaluates price and non-price factors comprehensively to decide the successful bidder. It is a trial project of the construction system confirmation type comprehensive evaluation bidding method, confirming the quality assurance system and other construction systems to verify the feasibility of the construction content.
(8) This work awards additional points in the comprehensive evaluation to companies implementing wage increases.
(9) This work evaluates companies promoting work-life balance (WLB). This work is a trial project adopting a contract-after-VE method accepting proposals for construction methods after contract conclusion, excluding technical proposals related to comprehensive evaluation. This work is subject to the Act on Recycling of Construction Materials, requiring separate dismantling and recycling of specific construction waste. This work does not allow the placement of special supervisory engineers as per Construction Business Act Article 26-3 proviso. In this work, submission of documents and bidding are conducted via electronic bidding system. Paper bidding requires approval from the Kyushu Regional Development Bureau General Affairs Department Contract Division. This work uses electronic bidding system for downloading bidding documents and procedures. Contract documents are exchanged primarily via electronic contract system; paper method allowed with approval. This work is a trial for low bid price investigation system and requires installation of monitoring cameras at the site if contract price is below investigation standard price. Costs for monitoring cameras used for supervision are borne by the ordering party; costs for safety measures borne by the contractor. Video recording is used for invisible part quality control and submitted to supervising staff. This work uses estimated quantity sheet at bidding. Comfortable toilets are to be installed meeting specified standards. This work is subject to digital construction photo electronic blackboard information. This work uses information sharing systems to improve efficiency by electronic exchange and sharing of information among construction stakeholders, meeting Ministry of Land, Infrastructure, Transport and Tourism requirements. Construction period is set assuming two days off per week considering labor law overtime regulations. This work is a trial for transparency in contract change procedures with third-party appropriateness checks before contract changes. This work is a trial for promoting the Construction Career Up System. This work is subject to remote attendance at construction sites. Contractors may propose productivity improvement technologies excluding those specified by the ordering party, evaluated based on performance. During application period, submission of qualification documents for planned engineers is required to ease constraints; failure to meet requirements invalidates the bid.

Eligibility for participation includes not violating budget and accounting laws, having recognized general competitive participation qualifications for building works by the Kyushu Regional Development Bureau, having sufficient construction experience and technical staff qualifications, and not having disqualifying capital or personnel relationships.

3. Comprehensive evaluation includes construction system evaluation points (quality assurance effectiveness, construction system reliability), technical proposal additional points (special safety measures, environmental maintenance, productivity improvement technologies), and wage increase and work-life balance recognition points. Bidders submit price and technical documents; the highest evaluation value (sum of points divided by bid price) wins.

5. Bidding documents are distributed electronically; paper distribution possible with prior contact. Submission deadlines and procedures are specified.

6. Language and currency for contracts are Japanese and Japanese yen only. Bid bonds and contract guarantees are required but may be substituted by government bonds or insurance. Invalid bids include those by ineligible parties or with false statements. The successful bidder is selected based on evaluation value within price limits. Technical proposals must be prepared per bidding documents; collusion among bidders is prohibited. Confirmation of planned engineers' exclusive employment is required. Post-contract technical proposals for cost reduction without performance degradation are allowed excluding comprehensive evaluation scope. Negotiations are not conducted.
