(Construction Work) The following is subject to open competitive bidding. Date: June 8, 2026. Responsible Officer: Kajimoto Hiroyuki, Director of the Development Management Department, Hokkaido Development Bureau. Procurement agency number: 020. Location number: 01. Project No. 3-1 Overview:
(1) Item classification number: 41
(2) Project name: Construction of New Nayoro Tax Office Building and Related Works (electronic bidding applicable) (electronic contracting applicable)
(3) Location: Nayoro City, Hokkaido
(4) Details: This project involves the new construction of a government office building. Building use: Government office. Structure and floors: Wooden and partially reinforced concrete, 2 floors. Building scale: Total floor area 995 sqm. Additional building: Wooden, single-story, total floor area 127 sqm. Elevator installation: New installation, complete set. Mechanical equipment: New installation, complete set.
(5) Construction period: From February 1, 2027 to June 15, 2028 (grace period: from the day after contract signing to January 31, 2027). This grace period allows the contractor to prepare by securing construction materials and labor.
(6) This project requires submission of documents and bidding via the electronic bidding system; however, paper bidding is allowed with approval.
(7) Contract procedures will be conducted primarily via electronic contracting system; paper contracts allowed if electronic contracting is difficult.
(8) If the project falls under laws requiring recycling of construction materials, the contract will specify methods, costs, and facilities for recycling based on design documents. The successful bidder will consult with the procuring entity after award.
(9) This project applies a bidding method that evaluates both price and non-price elements including technical proposals for construction methods (VE method). It is a trial project for confirming construction system and quality assurance. Additional monitoring and inspection will be conducted if the contract price is below the reference price to prevent dumping and subcontractor exploitation. Other details include requirements for submission of estimates for certain construction items, use of BIM (Building Information Modeling), promotion of carbon neutrality initiatives, and AI utilization in infrastructure. Eligibility requires certain qualifications and experience in construction. The bidding documents are available electronically from June 8 to September 7, 2026. Bids must be submitted electronically by September 7, 2026, 12:00. Opening will be on September 10, 2026, at the Hokkaido Development Bureau. Language and currency: Japanese and Japanese yen only. Bid bonds and contract guarantees are required but may be substituted with government bonds or insurance. No negotiations after bidding. Contract documents are required.
