2. Eligibility for Participation
(1) Must not fall under the provisions of Articles 4 and 5 of the Contract Handling Regulations of The Open University of Japan.
(2) Must be rated A, B, C, or D in the national unified qualification for competitive participation for fiscal year 2026 in the Kanto-Koshinetsu region for "sale of goods." Applications for this qualification are accepted at the designated government procurement application offices.
(3) Must prove that a system for rapid after-service and maintenance for the purchased or leased goods is established.
(4) Must not be under suspension of transactions by the contract officer.
