The following is a general competitive tender. Date: June 8, 2026. Responsible officer: Hitoshi FUJITA, Director of the Fisheries Agency.
1. Procurement Details
(1) Classification codes: 71, 27
(2) Procurement subject and quantity: Operation and maintenance of the recreational fishing catch reporting system after migration to the MAFF cloud under the FY2025 emergency enhancement project for the recreational fishing information system and the FY2026 resource management advancement project, specifically the recreational fishing resource management system construction project (electronic bidding and electronic contracting methods).
(3) Specifications: According to the tender documents.
(4) Contract period: From contract signing date until March 31, 2027.
(5) Performance location: According to tender documents and specifications.
(6) Bidding method: The successful bidder will be selected by comprehensive evaluation; bidders must submit documents related to performance, functions, and technology ("documents for comprehensive evaluation"). The bid price will be the amount stated in the bid plus 10% of that amount (fractions less than 1 yen will be truncated). Bidders must state 100/110 of the estimated contract amount regardless of tax status.

2. Eligibility for participation
(1) Must not fall under Article 70 of the Budget and Accounting Act.
(2) Must not fall under Article 71 of the Budget and Accounting Act.
(3) Must be rated A, B, C, or D in the Ministry of Agriculture, Forestry and Fisheries competitive participation qualification for FY2025-2027 for "service provision, etc.".
(4) Must have qualifications designated by the responsible officer under Article 73 of the Budget and Accounting Act.
(5) Must not be under suspension based on the Fisheries Agency's suspension measures.
(6) Other qualifications as per tender documents.
3. Use of electronic procurement system (GEPS):
This tender uses the electronic procurement system. Those unable to use it may apply to submit paper bids.
