(6) Tender method: The winning bid price will be the bid amount plus 10% of that amount (fractions less than 1 yen will be rounded down). Bidders must state in the bid form the amount equivalent to 100/110 of the estimated contract amount regardless of tax status. The number of tender executions is limited to two times in principle. If no winner is decided after these attempts, the contract will not be converted to a discretionary contract under Article 99-2 of the Budget and Accounting Act.
(7) Use of electronic procurement system (GEPS): This case requires submission of qualification application and necessary certificates, bidding, and contracting via the electronic procurement system. If use of the electronic system is difficult, paper bid participation application must be submitted. The electronic procurement system must be used carefully following the operation manual. 2 Qualification for participation:
(1) Must not fall under Articles 70 and 71 of the Budget and Accounting Act.
(2) Must have the Ministry of Land, Infrastructure, Transport and Tourism qualification for 'sale of goods' graded A, B, C, or D in the Tohoku region.
(3) Those under corporate reorganization or civil rehabilitation must have re-certification.
(4) Must not be suspended from nomination by the Director of the Tohoku Regional Development Bureau during the period from application submission to bid opening.
(5) Must submit application documents prepared based on the tender documents obtained via direct download or delivery as specified.
(6) Must not be subject to exclusion requests from police authorities regarding organized crime groups.
