Tender Notice:
The following general competitive tender is announced. Date: June 8, 2026. Responsible officer: Hiroyuki SAITO, Director of the Kinki Regional Development Bureau. Procurement agency number: 020. Location number: 27.
1. Procurement details:
(1) Item classification numbers 71, 27.
(2) Procurement subject and quantity: Purchase of one set of software licenses for the R8 flood forecasting and warning system (subject to electronic procurement system).
(3) Specifications for the procurement subject are as per the tender documents.
(4) Contract execution deadline: March 10, 2027.
(5) Delivery location: 3-1-41 Otemae, Chuo-ku, Osaka City.
(6) Tender method: The winning bid price will be the amount obtained by multiplying the bid amount by the consumption tax and local consumption tax rates, with any fraction less than one yen rounded down. Bidders must submit a bid form indicating the amount excluding consumption tax regardless of their tax status. The number of tender executions is limited to two times in principle. Details are in the tender documents.
(7) Use of electronic procurement system (GEPS): This project is subject to submission of application documents, bidding, and contracting via the electronic procurement system. If electronic procurement is difficult, paper bidding and contracting methods can be used by submitting the relevant requests.
2. Eligibility for competition:
(1) Must not fall under the provisions of Articles 70 and 71 of the Budget Settlement and Accounting Act.
(2) Must have the Ministry of Land, Infrastructure, Transport and Tourism competitive participation qualification (unified qualification for all ministries) Grade A for 'service provision etc.' in the Kinki region for fiscal years 2025, 2026, and 2027. Applications for this qualification are accepted at designated offices including the Kinki Regional Development Bureau General Affairs Department Contract Section.
(3) Must not be under suspension of designation by the Director of the Kinki Regional Development Bureau during the period from application receipt deadline to bid opening.
(4) Must not be subject to corporate reorganization or civil rehabilitation procedures except those who have completed such procedures as per public notice.
(5) Must submit application documents prepared based on tender documents downloaded directly from the electronic procurement system or received directly from the responsible officer.
(6) Must not be subject to exclusion requests from the police authorities regarding organized crime group control.
