(2) Must have Ministry of Land, Infrastructure, Transport and Tourism competitive participation qualification (unified qualification for all ministries) for FY 2025-2027 in manufacturing or sales of goods with A, B, or C grade and have competition qualification in the Hokkaido region.
(3) Must not be subject to corporate reorganization or civil rehabilitation procedures, except those who submitted documents based on the public notice on participant qualifications.
(4) Must prove experience in manufacturing, renovation, installation adjustment, or construction related to the equipment or similar products.
(5) Must have qualifications designated by the responsible officer based on Article 73 of the Budget and Accounting Act.
(6) Must not have been suspended from designation by the Hokkaido Development Bureau Director between application receipt and bid opening.
(7) Must not be excluded due to organized crime group control as requested by police authorities.
