(6) Tender method: The winning bid price will be the amount stated in the bid plus 10% of that amount; bidders must state in the bid the amount equivalent to 100/110 of the estimated contract amount regardless of whether they are taxable or tax-exempt entities for consumption tax and local consumption tax. 2 Eligibility for participation:
(1) Must not fall under the provisions of Articles 5 and 6 of the National University Corporation Yamagata University Contract Handling Regulations. Minors, persons under guardianship or assistance who have obtained necessary consent for contract conclusion are exceptions under special reasons.
(2) Must be rated A, B, or C grade in the 'sale of goods' category for the Tohoku region in the national competitive participation qualification (unified qualification for all ministries) for fiscal year 2026. Applications for this qualification are accepted at the designated application reception offices as per the government procurement notice No. 58 dated March 31, 2026.
(3) Must prove possession of a license for medical device sales based on the Act on Securing Quality, Efficacy and Safety of Pharmaceuticals, Medical Devices, etc.
(4) Must have qualifications set by the Faculty of Medicine Hospital Director based on Article 7 of the Yamagata University Contract Handling Regulations.
(5) Must not be under suspension of transactions by the university.
