The following general competitive tender is announced. Date: June 9, 2026. Obligating officer: Masahiro Koike, Director of Niigata District Legal Affairs Bureau. Procurement agency number: 013. Location number: 15.

(1) Item classification numbers 71, 27.
(2) Subject and quantity: Complete digitization work of closed land registry books.
(3) Regarding the specifications and performance of the procurement, the obligating officer will specify the required characteristics in the tender documents.
(4) Delivery deadline: As specified in the tender documents.
(5) Delivery location: As specified in the tender documents.
(6) Tender method: Tender will be conducted for the subject in (2). The winning bid price will be the bid amount plus 10% of that amount (fractions less than 1 yen will be truncated). Bidders must state in the bid form the amount equivalent to 100/110 of the estimated contract amount regardless of consumption tax status.
2. Eligibility for participation:
(1) Must not fall under Article 70 of the Cabinet Order concerning Budget, Auditing and Accounting. Minors or persons under guardianship with necessary consent may be eligible under special reasons.
(2) Must not fall under Article 71 of the same Cabinet Order.
(3) Must have Ministry of Justice unified qualification grades A, B, or C for provision of services in the Kanto-Koshinetsu region for fiscal years 2025-2027.
(4) Must have qualifications designated by the obligating officer based on Article 73 of the Cabinet Order. Electronic procurement system can be used.
