Tender Notice:
The following general competitive tender is announced. June 9, 2026, Officer in charge of disbursement: Wataru SUDA, Counsellor (Accounting), Minister's Secretariat Ministry of Agriculture, Forestry and Fisheries. Procurement agency number 018, location number 13.

1 Procurement details
(1) Item classification numbers 71, 27
(2) Subject and quantity: Comprehensive information security audit services for the Ministry of Agriculture, Forestry and Fisheries for fiscal year 2026 (subject to electronic bidding and electronic contract methods).
(3) Specifications: According to the tender documents.
(4) Contract period: From contract signing date until February 26, 2027.
(5) Performance location: According to tender documents and specifications.
(6) Tender method: The successful bidder is determined by the bid amount plus 10% of that amount (fractions less than 1 yen are rounded down), and bidders must state in the bid form an amount equivalent to 100/110 of the estimated contract amount regardless of tax status.

2 Eligibility for participation
(1) Must not fall under Article 70 of the Budget, Auditing and Accounting Act. Minors or persons under guardianship with necessary consent may be exceptions.
(2) Must not fall under Article 71 of the Budget, Auditing and Accounting Act.
(3) Must have grade A, B, or C in the Ministry's unified qualification for provision of services for fiscal years 2025-2027.
(4) Must have qualifications designated by the officer in charge of disbursement under Article 73 of the Budget, Auditing and Accounting Act.
(5) Must not be under suspension based on the Ministry's suspension measures for manufacturing, purchasing, or service contracts.
(6) Other qualifications as per tender documents.
3 Use of electronic procurement system (GEPS):
This tender uses the electronic procurement system. Those unable to use it may apply in writing to submit paper bids. 4 Submission method and place
(1) Submission via electronic procurement system; in case of system failure, paper bids may be accepted.

(4) No briefing session will be held.
(5) Bid receipt deadline: August 6, 2026, 11:00 AM.
(6) Bid opening date and place: August 7, 2026, 2:00 PM, Budget Division bid room.
5 Other
(1) Language and currency for bidding and contracts: Japanese and Japanese yen.
(2) Bid and contract guarantees are exempted.
(3) Bidders must submit qualification certificates by July 30, 2026, 11:00 AM, and respond to any inquiries from the officer in charge. Failure to comply will disqualify the bid.
(4) Invalid bids include those from ineligible bidders, false statements, or violations of bidding conditions.
(5) Contract document preparation is required.
(6) The successful bidder is the lowest valid bid within the estimated price range from bidders who meet qualification requirements, subject to the officer's judgment on contract performance and fairness.
(7) No negotiation in the procedure.
