Tender Notice:
The following general competitive bidding is announced. Date: June 9, 2026. Responsible officer for expenditure commitment: Taishi YAMAMOTO, Director General of Chugoku Regional Development Bureau. Procurement agency number: 020. Location number: 34.

1. Procurement Details:
(1) Item classification numbers 15, 28.
(2) Procurement item and quantity: One set of IP network equipment (subject to electronic bidding and electronic contract).
(3) Characteristics of the procurement item: As per the bidding instructions.
(4) Delivery deadline: March 19, 2027.
(5) Delivery location: As per the bidding instructions.
(6) Bidding method: As per the bidding instructions.
(7) Use of electronic procurement system: This case requires submission of the qualification application form, bidding, and contracting via the electronic procurement system. If electronic procurement is difficult, paper bidding and contracting methods may be used upon submission of requests and approval.

2. Qualification for participation:
(1) Must not fall under Articles 70 and 71 of the Cabinet Order concerning Budget Auditing and Accounting.
(2) Must have confirmed qualification for general competitive (or designated competitive) bidding in the Chugoku region for fiscal years 2025, 2026, and 2027 with grade A, B, C, or D in 'manufacture of products' or 'sale of products' under the unified qualification system of all ministries and agencies.
(3) Must not be subject to reorganization or rehabilitation proceedings under the Corporate Reorganization Act or Civil Rehabilitation Act, except those who have completed such procedures.
(4) Must not have been suspended from bidding by the Director General of Chugoku Regional Development Bureau during the period from application receipt deadline to bid opening.
(5) Must not be excluded by police authorities as a person substantially controlled by organized crime groups or equivalent, as requested by the Ministry of Land, Infrastructure, Transport and Tourism.
(6) Must prove delivery or manufacturing performance of the procurement item or equivalent/similar items.
(7) Must have a reception point for faults or failures related to the procurement item.
(8) Must have downloaded the bidding instructions from the electronic procurement system or received them from the responsible officer.

3. Submission of bid documents:

4. Other:
(1) Language and currency for contract: Japanese and Japanese yen only.
(2) Bid and contract guarantees are exempted.
(3) Requirements for bidders: (a) Those wishing to participate electronically must submit bid documents by the deadline via the URL above. (b) Those wishing to participate by paper must submit necessary documents by the deadline to the place above. In either case, explanations may be required if inquiries arise before bid opening.
(4) Only bids whose qualification is confirmed by the responsible officer will be considered.
(5) Invalid bids include those by unqualified bidders or those violating bid conditions.
(6) Contract documents will be exchanged via the electronic procurement system; if not possible, paper contracts may be used with approval.
(7) Successful bidder will be selected by comprehensive evaluation method based on performance and price within budget limits. If the highest evaluated bidder is deemed inappropriate, the next highest may be selected.
(8) Those without qualification at submission may submit application but must obtain qualification before bid opening.
