The following general competitive tender is announced. Date: June 9, 2026. Procuring Entity: National Research and Development Agency Japan Aerospace Exploration Agency, Director of Procurement Department Tsuji Hiroji. Procurement agency number 587, location number 13. HM00098 APKJ.
1 Procurement Details:
(1) Item classification numbers 71, 27.
(2) Procurement of services and quantity: Operation of research and development server related to flight safety management system usable in disasters and emergencies [Operational model (Disaster)].
(3) Characteristics of procurement services: According to procurement specifications.
(4) Fulfillment deadline: According to procurement specifications.
(5) Fulfillment and borrowing location: According to procurement specifications.
(6) Bid amount: The bid amount shall be the total price necessary to implement this procurement. The winning bid price will be the amount obtained by adding 10% of the bid amount stated in the bid form; bidders must state in the bid form an amount equivalent to 100/110 of the estimated contract amount regardless of whether they are taxable or tax-exempt entities. If two or more bidders submit the same bid price, the bidder with superior environmental activities will be selected as the winning bidder. Documentation confirming environmental accounting disclosure, ISO14001 reporting, ISO14001 certification acquisition or equivalent environmental activity evaluation programs, or establishment of an environmental management department should be prepared. 2 Eligibility for participation:
(1) Eligible bidders must have Grade A, B, or C qualification for 'Provision of Services' in the unified qualification system for all ministries and agencies for fiscal year 2026. Note on expanding bidding opportunities for technically capable small and medium enterprises: For bids related to 'Manufacture of goods,' 'Sale of goods,' and 'Provision of services,' small and medium enterprises that can prove technical capability in the relevant field may participate regardless of their qualification grade.

Bidders who cannot participate include those lacking contract capability, bankrupt persons without rehabilitation, those who have intentionally submitted false information, or those excluded by police authorities due to organized crime involvement.
