Tender Notice:
The following general competitive tender is announced. Date: June 9, 2026. National Institute of Information and Communications Technology, Contracting Executive Director NAKAYAMA Yuji. Procurement agency number 816, location number 13.

1. Procurement details:
(1) Item classification numbers 71, 27.
(2) Procurement subject and quantity: Procurement of groupware licenses for fiscal year 2026.

(6) Bidding method: The winning bid price will be the amount stated in the bid plus 10% of that amount (fractions less than 1 yen will be truncated). Bidders must state in the bid the amount corresponding to 100/110 of the estimated contract amount regardless of whether they are taxable or tax-exempt entities for consumption tax and local consumption tax.
(7) This procurement is subject to electronic bidding system; participation is basically via the electronic bidding system. Those unable to use the electronic bidding system must submit a paper bid participation approval application.

2. Eligibility for participation:
(1) Must not fall under the provisions of Articles 3 and 4 of the Contract Procedures Regulations of the National Institute of Information and Communications Technology.
(2) Must have national competitive participation qualification for fiscal years 2025, 2026, or 2027 (unified qualification for all ministries) or be recognized as qualified by the National Institute of Information and Communications Technology.
(3) Must not be under suspension of designation by the National Institute of Information and Communications Technology, Ministry of Internal Affairs and Communications, or other ministries.
(4) For electronic bidding, must have obtained electronic certification (IC card).
