1 Procurement details:
(1) Item classification number: 15.
(2) Subject and quantity: Manufacture of four sets of TSR-17C type airport surveillance radar equipment. Date: Tuesday, June 9, 2026 (Extra Government Procurement No.).
(3) Delivery place: As per tender documents.
(4) Specifications: As per tender documents.
(5) Performance deadline: By March 17, 2028.
(6) Electronic procurement system: This project is subject to electronic procurement system for submission of documents and bidding. If unable to use electronic system, paper bids may be submitted with approval.
2 Eligibility for participation:
(1) Must not fall under Article 70 of the Budget and Accounting Act.
(2) Must not fall under Article 71 of the Budget and Accounting Act.
(3) Must have the Ministry of Land, Infrastructure, Transport and Tourism competitive participation qualification (unified qualification for all ministries) for "Manufacture of goods" rated A or B for fiscal years 2025, 2026, and 2027. Those without qualification may apply as per the public notice dated March 31, 2026.
(4) Must not be subject to rehabilitation or reorganization procedures under the Corporate Reorganization Act or Civil Rehabilitation Act.
(5) Must not have been suspended from nomination by the Director-General of the Civil Aviation Bureau between submission deadline and bid opening.
(6) Must not be excluded by police authorities as a gang-affiliated or equivalent entity continuing to control management.
(7) Must have received the tender documents.
(8) Must meet all requirements set by the expenditure commitment officer under Article 73 of the Budget and Accounting Act.
3 Tender procedures:

(2) Bid and contract guarantees are exempted.
(3) Bidders must respond to inquiries from the expenditure commitment officer before bid opening.
(4) Qualification confirmation: Must submit qualification confirmation application and receive confirmation from expenditure commitment officer.
(5) Invalid bids: Bids by unqualified bidders, false statements in qualification documents, or violation of bid conditions are invalid.
(6) Bidding method: Bidders must state a bid amount equivalent to 100/110 of the estimated contract amount including all expenses. The winning bid price is the bid amount plus 10% of that amount (rounded down). The number of bid executions is limited to two. If no winner is decided after two rounds, the contract will not proceed to discretionary contract under Article 99-2 of the Budget and Accounting Act.
(7) Winner determination: The lowest valid bid within the estimated price limit is selected. If the winner is deemed unable to perform or would disrupt fair trade, the next lowest bidder may be selected. If multiple lowest bidders, selection by lottery.
(8) Contract document preparation is required.
